What's the best cpu for editing and gaming for around $200?
an 8350 or a 3570K, both are pretty matched, and even in editing considering a 3570k can get to 4.2Ghz on stock voltages and match the 8 core 8350 in rendering benchmarks, so go with whatever you want out of those 2.
So is the 8350 good in After Effects?
Yea it should work great in After Effects, is the for a full PC build or just an upgrade ?

Well, 8350 or 3570k. You can spend about the same on either. Both will perform great, but the 8350 offers a better upgrade path. With the 3570k, the only upgrade option you have is the 3770k.
If you want to save money, get a second hand Q9550 system. Its outdated by about 5 years but it performs better in rendering in a lot of cases. However on the gaming side, its going to bottleneck, You will get 2 thirds of the performance on any gpu thats a GTX 560 or more powerful. If you dont mind slower rendering and want better gaming experience, go for an i7 3770K. Both are very good cards, The Q9550 still a viable option even after 5 years. My system still runs a Q9550. (P.S. Make sure you get a board that supports 16gb+ ram recomended)
Well if you know for a fact youll be using the Adobe suite to render a lot id invest in a Nvidia card with CUDA support, it will save you a hell of a lot of time when rendering.

I run a 2500k, and it gets tasks done very fast, i use Adobe CS6 and Pinnacle studio's, both utilise CUDA, so really my GTX 480 does most of the work, but some tasks are only done on CPU.

Best general purpose cpu for video editing and gaming is the i7-3770k. I really see little purpose in using a gpu to encode video when quick sync can do it twice as fast.
