Is it a must for a watercooler? Because if it isn't i would suggest a Xigmatek Dark night II. It cools just as good as a h100i for a lot less. The phanteks ones i suggested are also capable of handling a good overclock. But the monster noctua at the bottom will probably cool better than any AIO cooler on the market.

I agree with the above suggestions. AIO coolers aren't that great. You could build a custom loop for not much more than your proposed budget.
You can obtain a pretty good overclock by spending as little as $35-50.
I second berserker's view. inho aio coolers are rather ordinary for the price they go for. An air cooler with adequate case air flow and you'll get good cpu temps.
i need the cooler for a amd fx 8350 it dosnt need to be watercooling as long as i can overclock with it cause wow the stock cooler is loud and i want to overclock
Both the phanteks 140mm cooler and the noctua 140mm cooler would easily be able to handle a 8350 overclock.
