I am looking to spend no more than 65 dollars and I have a fx 4170 cpu with a mid tower case.
What I am looking at right now is a cooler master hyper 212 evo and some couger turbine 120mm case fans
is there a better choice than these for my price range if there is can you please say?

if you are worried about room I have a gtx 770 installed and still have like 2 inches of room left
That case is an In Win MANA134.
I would say to make sure there are two fans blowing into the the case in the front and one in the back blowing out. Orient the Hyper 212 Evo so it blows towards the back as well.
At $65 you can't get much better than a Hyper 212 Evo and the Cougar Turbine fans (the 4-pack I'm assuming).

How would I make it so the evo is blowing towards the back?
Essentially orient it like this:
EDIT: Make sure that the side of the fan that spins (the side without the supports going to the center) is pointed towards the front of the case.
What do you guys think of the Enermax ETS T40 vs the CM 212 Evo? I've been hearing that its a better alternative (and recently for less since the 212 Evo has been increasing in price).
It may be but my temps went down to 96F when playing witcher 2 when it was at 150F before without the evo
