So I'm building a low powered Pentium G3258 build that has no graphics card out of spare parts i have for someone I know so they can play Minecraft, Roblox, and Robocraft and I have 2 power supplies but I don't know which one to use I have a 11 year old 250watt FSP group power supply that I pulled from a old 2005 ACER desktop and I also have a 700watt Apevia power supply that's only a year old I don't know which one to use and the build is not going to consume more then 150 watts under load so which one should I use
In all honesty I wouldn't use either.
I wouldn't trust such an old PSU and the latter is total overkill. I guess if you're committed to using one of those go for the second.
I would rather go with the Apevia unless if you have $25 bucks lying around you can grab an EVGA 400w PSU which will do the job fine without the explosion that bound to come with a low quality aged PSU.

I know they aren't good power supplies I think I'm going to use the Apevia one until I can buy a better PSU
Do not use PSUs older than 8 years. The caps will fail at the first spike in the power grid.
Use the Apevia. The chance of a smokeshow using it are lower.
I totaly agree on that one.
Also those old psu´s dont support low c-states load.
