What is the quietest GPU & AMD vs nVidia

So I want a quiet GPU, around the 7850 2GB performance range. Also I will be using dual displays

well the quietest GPU would be the sapphire passive 7770 with no fans

anything above a 7770 or 650 would require some form of active cooling, but water cooling is pretty quiet
