Simply put overclocking is running a component faster than that of what the default is.
Here is a good video guide ~ TTL explains well the silicon lottery, voltage etc. Even though the video is for an older socket it the theory/methodology applicable to pretty much any socket.
There are a few things in your list that raise an eyebrow - no ssd, small monitor, case has no front usb3 etc.
- What is your max budget?
- How much storage do you need?
- preference for size - atx, matx, itx?
