I'm planning to buy a R9 280 GAMING 3G does that mean that I have to get a AMD CPU? And I can not get a Intel CPU?
You can get an AMD or an Intel CPU it doesn't matter. People think that Intel and nVidia go together or that AMD and AMD go together but it doesn't matter. You can mix and match all you want.
What is your budget and what do you plan on using your PC for? Do you want to OC? With that information I can better recommend a CPU.
800$ is my total budget for the pc that i will build. I will be using for gaming and no i dont want to OC.

Alright $800? Then an i5-4690 would be a good choice. It is a locked i5 but very very fast. Perfect for gaming
Look also at the Xeon 1231V3. Yes it is a Xeon but it is basically an i7-4770 without the iGPU. It is a little more expensive than the i5 but it has HT. If you plan on gaming and doing some productivity like video editing this is the way to go.

I would suggest 8350, 16gb, 280x, 240gb ssd, 1tb hdd, whatever case
More expensive than the CPU? Because the GPU is always more important than the CPU.
and if you mean more expensive than yours because I have the money and wanted better performance.
Keep in mind that if he's going to put the parts together himself then he shouldn't get a Haswell refresh CPU unless he gets a motherboard that supports it right out of the box. How would he update the BIOS to support it? Unless I'm missing something, he should get an i5-4670 for compatibility reasons.
Ether an i5 or a 8320 or 8350 depending on what is on sale.

Budget builds for one, it still gets the gaming job done. Its not like intel had made any big improvements since SB save for a few special cases that aren't gaming ether. Plus with more games using all the threads it still holds it own better. Yes if you can afford it get the i5 or better right now, but sub i5 prices amd is really the only choice that makes sense.
