On 7773x would see it hold only for a few min and then “regroup” itself back up to ghz when the workload does not stay heavy. You remarked a light workload on the other cores.
If you set affinity to the specific cores, even lock them in, if the load does not stay artificially high, they will come down.
Lastly, there are some bios features in the cbs to override and set core clocks, example a MZ72-HB0
There will be sustained high workload on this specific VM, in such case, will 7773X be able to hold its boost on this specific CCD? For simplicity, let’s say running stress test in this VM.
Lock it high and make sure your cooling is adequate.
All modern CPU’s will downclock to conserve energy unless explicitly instructed not to. This introduces delay and other strange performance issues on servers.
