I think you need a 1TB drive installed to do the restore install that failed you initially. I ran in to the same issue you did.

Default Installation

You will need to create a SteamOS System Restore USB stick to perform this install. The image provided here requires at least a 1TB disk.

I've used the same image and it definitely installed on the 32gb ssd I'm using. I've heard of that, but don't think that was the issue. Out of all distros, steamos can be a straight up pain, I guess its still in beta though.
