Most people are describing this as competition to Steam
However I have my doubts whether this isn't just going to be another Fast-Lane anti competitive "Internet-fuckery-scheme".
Maybe I'm wrong and it's just Warner bros. trying to diversify their business-model. Or they realized that movies & TV-shows are becoming a niche once VR-experiences have matured. (Note: I'm assuming that VR-experience story telling is going to emerge as sub-genre of Games)
In any case all companies that use the internet as their platform should start to spend money on pro-net-neutrality lobby-ism now, because: once net-neutrality is gone, the gatekeepers are going to increase their access-rates until companies like valve or netflix become weak enough for hostile takeover.
