And that is about all you need to know i think and btw i have the budget to get an AMD 8350 if it will run better also i can put in a 4670 if need be....so please tell ME :3
You can go either Intel or AMD route. Both can trade blows depending on the games.
Watchdogs cpu benchmarks:

(scroll down to see cpu benchmarks, but have a look at the gpus)

AMD route:
FX 8350 with a 990FX motherboard or some 970 motherboard like Asus M5A97 EVO R2.0.
Intel route:
Any locked Intel i5 cpu with B85, H87 or H97 motherboards.
Or i5 4670k with Z87 or Z97 motherboards.
Watchdogs is still pretty unoptimized for AMD and Nvidia. Expect some patches to see performance increases.
That will run Watch_Dogs but you will not get above 60 and never below 30. I have a GTX 760 2GB from EVGA using their ACX Cooler paired with an i5 3470. If I was you go for the 8350 because Watch_Dogs is VERY cpu heavy. I get between 70-95 on the usage.
i have an intel core i3 4430 and GTX 660 and it runs on high at like 40 to 60 FPS
