Try a non flash based speed test http://testmy.net/ (Boost it all the way up on file size a.k.a. upload 33mb / download 50mb wonder how it'll change on something of that magnitude...
Download :: 10.5 Mbps Upload :: 3.1 Mbps (varies usually more like 12/1.6)

(Not normally near this bad of ping streaming movie perhaps that's why shrugs)

this is sad.. i did have a connection similar to this when century link was known as quest back 3 years ago... sad sad day. 1 down with like .75 up...
