Those are the exact same card except for a small core clock difference.
EDIT: The Sapphire 100382NTOC-2L should be a little bit faster because of said difference. Oddly enough it is cheaper too.

Either of the R9 390s should outperform the GTX 970 nine times out of ten.
Passed that it's brand preference since the specs between the two 390s are close enough. I personally prefer Sapphire for AMD cards, but I know others go ASUS or nothing for what they prefer. The Sapphire card is $20 cheaper, so I think it's the better deal regardless.

The Sapphire Nitro comes in 2 versions.
Sapphire 390 Nitro (100382NTOC) stock clocked version without a backplate.
Sapphire 390 Nitro OC (100382NTOC-2L) overclocked version with backplate.
So just go for the OC version with backplate.
The back plate is worth it not only for aesthetics because it adds a good chunk of rigidity to the already over built heatsink. Its also cool when you get a liquid cooling black and some companies actually have kits to use it with so you can keep the sapphire look :D

The performance diffrence between the non X and X is minimal.
Ofc the 390X is slightly better, but not worth the premium price.
In some games the performance diffrence can be close as 3 to 5 fps.

You could always add in another in the future if you're looking for more performance. However, in that case you'd have to deal with the pain in the ass that is Crossfire. Up to you.

I have, but it was a while ago. I don't know if that kind of setup has improved since. I had two 7850s in Crossfire and I got good performance out of them but there were just so many issues that it was a huge relief when I went and got a single GPU.

You are paying too much for parts man. Check out newegg at least. They have those parts for half the money you are spending at these other sites. Save yourself some money, check newegg out, and go have a beer with ll the money you will save :)
