Voltages going haywire on ASRock AOD790GX/128M

My voltages have always been all over the place but after upgrading my power supply to a quality seasonic i noticed my CPU voltage in particular is all over the place like anywhere from 0.996V-1.46V when in the bios its set for 1.325V.

Is there a reason for this and can it be fixed or am i better off leaving it alone?

my setup is

AMD Phenom II X3 710 with the 4th core unlocked and OC'd to 3.12GHz

Memory is 7GB Corsair XMS2 800MHz running at 640MHz 4-4-4-18 1.8V

EVGA GTX 580 running at 900MHz/1800/4400 1.1V

Seasonic 620W bronze

Sounds like voltage throttling? 1.46v is very high. Have you tried setting everything to stock speeds to see if the problem continues to persist? 

That is cool n quiet. its a powersaving feuture in the bios. wenn your system idles. the clockspeed and the voltage get clocked back. voltage goes arround 0.900V. if you don´t want that.. just disable coon n quiet
