VLC won't play a DVD [SOLVED]

Honestly, I don't buy many DVDs, and so I really don't have another DVD to test if this is specific to this disc or not.
Either way, VLC isn't playing a DVD I bought, and I'm not really sure what the problem is.
I did some searching around, and found similar topics, but the solution has seemed to have always been different for each one, and those solutions thus far haven't fixed my problem.
I've always been under the assumption "if it doesn't work on VLC, then it's broken", but, I decided to try a few other media players that claim to "fix all DVD playback issues" (yeah....right....)...the two I tried really just felt like bloatware crap - that being KMPlayer and 5kPlayer (the KMPlayer being recommended on the VLC forums, and it's for that type of seeming spambot-ness that made me decide to post my problem here)

The disc is Region 2, though, in the past I haven't had problems playing region 2 discs.

Where is the DVD from/What is the function of said DVD? Maybe the media file is something outside the realms of VLC?

The DVD is from Japan and the purpose is to get men rock solid and women dripping wet. I'm saying it's porn
I've purchased similar discs in the past without problem, and as far as I can tell the disc contents really isn't much different, with .VOB files burned on disc.
If I had to make a guess, maybe there is a form of DRM on the disc that is preventing a computer disc drive from reading the disc. I don't have a standalone, dedicated DVD player to test to see if it would work on that.
I know previous discs I have had trouble ripping, typically due to CSS DRM on disc, but CSS really only effects ripping a disc and not playback. Regardless, I'm not sure where or if there are tools available to get around the DRM.
And, yes, I have considered just ripping it straight before playing it right off my disc drive, but the problem is that I can't seem to get the drive to spin the disc long enough. It spins the disc for...maybe a few seconds, and then stops. My computer IS recognizing the disc, I can even search the files on disc no problem.
I can post the Handbrake log if that would give any new insight.

So all the details I can pull off of the disc is that it is in region NTSC 2 (Asia), MPEG 2 format, standard DVD video.
Not sure if the disc is dual layer. I'm not sure what the largest size a single layer disc can be, this particular disc is 5.5GB so...maybe dual layer?

yeah i think its drm use makemkv to rip the dvd then use vlc to play it.

Seems their solution ALSO was to convert the disc contents to mkv. I'll see if I can get that to work. Like I said, with Handbrake, it wouldn't even spin the disc. I'm worried the same might happen with that, but I'll report back if that is the case. In the mean time:

could it have been the missing library "libdvdcss"? That's what I had to install to play DRM protected DVDs.
