Not sure where this is supposed to be.
Is it a bad idea to use a partition on an eMMC chip as swap? Will this reduce the life of the chip just like what happens on SSD's?

It will reduce the life of the eMMC, but unless you use your swap really hard it won't be too much of an issue. I like to adjust my swappiness to where its only used when absolutely necessary.
When I used to have my Galaxy Ace people were using swap on the external SD cards and killed many so be really really carefull when you swap on EMMC.
So it's probably not a good idea to set up swap on a chromebook?
I wouldn't, like SD cards, and all other non volatile based storage solution emmc only has a certain median number of write cycles pr. cell, and once a cell is dead, it is essentially the same as a bad/damaged sector on a mechanical harddrive.
Basically you can't damage the cells atleast by a VERY small fraction compared to writing to them when reading, so you'd wanna do as little writing and as much reading as possible when using non volatile memory technology.
Micro SD cards are different though and they have only recently gotten reliable, whereas eMMC historically has been more reliable and is used as swap in Android phones.
