USB Drive showing up as a local disk

I have a 32 Gb SanDisk USB flash drive that shows up in the file explorer as a local disk instead of a removable disk. This wouldn't be a problem, but I was trying to creat a Windows 10 instalation USB drive. The media creation tool that Microsoft provides seams to only recognize drives that show up as removable disk drives. I have done some reading and found an article that said to unistall the drivers for the USB stick and the unplug and re-plug in the drive and the the driver reinstall to get it to show up as a removable disk again. This didn't work for me. I was wondering if anyone else has run into this problem before and if so is there a way to fix it?

Use Rufus to make the USB: https://rufus.akeo.ie/

SanDisk creates their drives this way. It's so that you can partition them. No way to change it that I know.
