I would like to know why the USB 3.0 ports do not work for me in ArchLinux.

What particular usb3 controller are you using (is it built into your motherboard? If so what motherboard model, if laptop what model laptop, what can you tell us about your hardware)
What kernel version are you using (check with uname -a, or uname -srv)
Alternatively, you could post the output of lspci -vv here (use details tag), that could have revealing information about the hardware attached over pcie which includes your usb controller.
Also how are you deducing it’s the ports that are not working, and you’re not having issues with the particular device. (e.g. if you connect/disconnect a plain old USB flash drive or a keyboard/mouse using those ports, do you see anything USB related at the end of the output of dmesg?)
