I am not sure to which sub part i should post this but i think it is either Hardware - CPU or Develemopment - development mobile app development.
I would like to upgrade my PCs CPU at the moment i have a AMD FX 6300. Also i would like to program in the IDE of android studio so i am not sure if i should upgrade to a AMD CPU or a Intel CPU.
My budget for the CPU is around $150 (This is exclusive form the motherboard an the possible RAM upgrade)

its best to come up with a full budget and build from there. not piece meal with the lowest factor being CPU price which is a horrid idea. you have to factor in the price of the board for your CPU as well as a $10 CPU can have a board cost of $500.
moved to build a PC as that is the only worth while move for a CPU upgrade for you.
If you only listen to one thing: don’t skimp on the RAM. You need lots of RAM.
