Unsure about stock voltages used for Atom Z3735F

I'm using a Wintel Micro PC bought from amazon and it runs very very hot, to the point that it becomes unusable for anything but light web browsing after only a few minutes due to thermal throttling. I have just recently noticed that the voltages this thing uses for the different CPU speeds seem to be scarily high, 1.3375v at 421 Mhz and 1.5125 volts at 1.33 Ghz.

This voltage range seems very high and possibly dangerous for what is supposed to be an ultra-low power CPU. Am I paranoid or is the OEM setting this box up stupidly?

Yeah thats too much for a bay trail unless it comes OC. Change the fan?

No fan. Intel's classification of this family as 2.2 watts means that you only get a tiny passive heatsink. Tried using the heatsink off of an old 20 watt AGP video card which did no better.
