I’m planning to build a Unraid server with my PC

Ryzen 7 2700x 
Gigabyte Aorus X470 Ultra Gaming
32GB DDR4 3000
GTX 980 TI
GTX 1060 6GB

To deploy, two windows VMs with graphics card passthrough for each, will I need a third video card just for unraid?

probably not guessing you can manage via web gui after install

You won’t need a GPU for the unraid host once you can access the web gui. Even then, you can enable SSH and get the same output by using an SSH client to connect to your unraid host.

Install unraid, once you can get to the web gui, you’re good to passthrough all the GPUs
