I've been trying to switch from 32bit from 64bit for a while but for some reason I can't. I put in the disk, shut down, and then go into BIOS to change the boot order so the CD-ROM loads first but it always goes back to the login screen. Help?
Try a USB drive
Is your MB UEFI? If it is, turn safe boot off. If you want UEFI then rip a USB drive installer with RUFUS, choose the option to make a UEFI bootable drive

Correct. if you have 32, you have to reload using 64bit. You cannot upgrade
Depending on the MB use can usually press a key on boot to pick the boot drive. On my ASUS board its F8. Then you can pick a CD/DVD drive or usb stick to boot from.
You are going to have to do a wipe and clean install of the 64 bit Windows. Only 32bit to 32 bit and 64bit to 64bit.
I have a PLUS BIOS, so I'm still unable to load the 64 cd. Do I have to wipe Windows before using the 64cd or can I do that while setting up?
You should be able to boot the 64 bit install regardless of what current OS is installed. When you get into the bios try setting the DVD optical drive to the main boot option. Or perhaps you have a CD drive instead of a DVD optical drive.
If its an IDE DVD drive you must have the jumper set to master before it will boot.
