Unable to select primary GPU on Asus Prime X299-A II

Hi folks, I have an Asus Prime X299-A II with a 44-lane CPU, a Radeon Pro WX 3200 4GB (host GPU), and a Radeon R7 370 4GB (guest GPU).

Initially, I had the guest GPU in top slot. When I eventually connected a dummy plug to the guest GPU, I lost POST/UEFI video output on the host GPU. I figured the host GPU had to go in the top slot, so I rearranged my expansion cards and… same issue. It seems as though the monitor connected to the host GPU is always ignored if there’s a monitor connected to the guest GPU.

There’s no clear “Primary GPU” option in the UEFI. I’ve played around with a number of options including Above 4G Decoding, Resizable BAR, ACS Support, etc. without any progress. I’m hoping someone here can point me in the right direction.
