Unable to install OpenELEC

Okay so for sometime, I have been wanting to get my HTPC up and running.
I have used Win32DiskImager to install either 64bit or 32bit installation which are either Stable, Beta, and Legacy.
So far none of them have worked.
I can boot from the USB no problem but when it comes to running the install or running the live option. The screen hangs for a bit with the background and then reboots.

I am trying to install it on a Core 2 Duo E6550 whilst using the Intel Graphics along with a G41 chipset motherboard from Zotac.
I have been able to install Windows Vista, 7, and 8.1 along with Linux Mint, OpenSuse, and Ubuntu.
Unfortunately I am not able to get this running.

I have already set the USB to be the primary boot device.

Any ideas?

Have you tried formatting the drive with a live usb to another file system?

I can never get any distro to boot in NTFS and Fat32 usually always works. I found the problem.
Looking around in the BIOS, there was a setting that forced the amount of RAM to 16MB.
Now my full capacity of RAM has been detected and OpenELEC has been installed!
