So how are the laws there in regards to salt and mineral blocks ?

I would do that just the increase the health of the overall population.

our plants are neither feed or bait

Naturally occurring foods, standing agricultural crops, or food placed as a result of using normal agricultural practices are not considered to be bait or feed. Constructing or maintaining any food plot or any artificial garden to attract wildlife on public land is prohibited.

We always left the mineral /salt block as a haven and setup in the routes . Normal ag practices.
