If you are still having issues, you could do it the [really] long way round.

Install virtualbox to linux, install win 7 as a VM, install rufus using windows VM and create bootable usb, then boot from usb.

These is a really arse ways approach but if you are stuck with nothing else working, you might as well. It actually doesn't take that long to install VM. Just don't select updates because they will take ages and you don't need a secure machine just to install one program.

Yes, I was (finally!) able to get it installed last night, just couldn't get the internet working until late. I ended up using Virtualbox to install the ISO and used Microsoft's Windows 7 loader from there. Thank you everyone for your input and help on this. I greatly appreciate it!!
