Troubleshooting issues with my build

Hey. Finally decided to rebuild my PC that I made back in 2011. I've gradually replaced GPUs, Powersupplies and Harddrives over the past few years though.

I've spent the past few days troubleshooting the issues, I simply cant work it out. Essentially, the PC will not boot - or if it does, the CPU fan spins for a second then stops.

I've tried taking out my RAM, my GPU, my Bluray drive and plugging different components with different power cables. I'm currently trying to re-rebuild everything just to see if I missed anything. I'm salvaging most of my components, aside from the Motherboard, CPU, CPU fan and case which are all new. I've noticed that my Fractal R4 case does not have a hdd led cable, though this wouldn't be an issue. The Case has been wired correctly after checking and checking.

 

The PC consists of:

Intel i7 4970k

ASrock z97x Killer Fatality

Corsair h80i

Corsair Vengeance 16gb 780

Corsair CX750

Asus GTX 780

Kingston HyperX 240gb

Seagate Barracuda 3TB

Fractal Design R4

This is blowing my mind, i've spent hours searching the answers online but nothing seems to resolve my problem. Honestly, does it just come down to a defective part? I'm even close to sending it into a shop, i'm close to not even caring.

At this point I think i'd remove everything from the case then try to boot the motherboard with only the 24pin power and 8pin CPU power. Don't connect anything else. use the onboard video. Short the two pins for power together to start it up (unless that board has a power switch on the m/b).

You may say "what about RAM" but the first test should be to see if you get a "NO RAM" post code or beeps. If it behaves correctly, then put in 1 stick of ram at a time and move it from slot to slot until you get a successful boot.  Once you do, or IF you do then slowly add 1 element at a time back in until it doesn't post. Walla you have the culprit.

If it never posts at all the most likely bad M/B. At least it's VERY rare it would be the CPU.

EDIT - Use the stock CPU fan, and make sure you have only a small dab of thermal paste.

I've tried booting without RAM, though I didn't receive any audio feedback. I'll try installing the stock CPU fan when I get home from work and a barebones setup.
