I want to know what kind of graphics card would be best for my computer and best for my budget which is $400 tops. If possible id like it to hopefully run some graphic intense games like BF4 If you think i need a better psu with more watts for a graphics card let me know

with that power supply you won't be able to use cards higher than a 750 ti or a 260x. And if you want to play BF4 I would recommend going with AMD to use mantle due to BF4 being pretty CPU heavy.
Not true, there is a video on YouTube even showing that the recommended wattage is way over than what it needs to be. On LinusTechTips, he showed that a gtx 780 system maxed out at like 450 watts. So, something like a 760 or even a 770 would do just fine. But OP, I would strongly suggest a 750 ti or a 760. They aren't extremely powerful, but a dedicated graphics card will introduce you to the real world of gaming. Either way, you'll be very pleased. If you're on a real budget though like you say then probably go with the 750 ti. Despite it being low end, you'll be able to play bf4 at 1080p ultra and possibly even get 30 fps. Of course, benchmarks I've seen use a 4670k which may change scores up a bit but if you want fluid 60 fps you can prob set to medium and get really solid gameplay! Hope this helps
if you had a 500 watt power supply and it was drawing 450 watts, it will get very hot and it would also reduce the lifespan of the power supply. Plus, after about a year it would burn out because they produce less power as they age, and it would no longer be able to support the system. you should try to get at least 100 or 150 watts more than what you will need.
Or you could get a MSI R9 270, It only requires a 6-Pin power connector. I have similar build but with a A8-6600K, overclocked pretty well and maxes out games at 720P, 1080P I get around 15-35 FPS depending what game it is. I am grabbing an R9 270 for myself when I get the money.
