It says right in the text, any action of enforcement will have a review process to ensure that it is appropriate and necessary. I canāt imagine what people are so upset about. Did anyone even read the document?
And when the review board becomes the same radical left ideology as the author of the Covenant? As thatās generally part 2 of the plan for take over.
