The DMCA may have allowed VW to cheat for so long on the emission test

Have you been wondering how VW got away with cheating on the Emissions Test? While according to an article on computerworld. The Digital Millennium Copyright Act [DMCA] may have aided the scandal. During the testing of emissions, THE EPA and an independent panel are not allowed to look at the software code because of the vehicle companies saying it's protected by the DMCA. That is really absurd in my opinion.
In my opinion, it is possible that if the EPA and testers were allowed to look at the code of the software on cars that they could have caught the VW cheating much earlier. It is clear to be that laws need to changed to fix this.
