no. draino's main ingredient is sodium hydroxide, a strong base. it won't do anything to it, and is a good way of getting chemical burns. what you need is an acid or solvent. try vinegar, it contains acetic acid, and it's comminly used to remove epoxy. you can arefully boil it a little to give it higher concentration, but...

well, we had a dead pc and wanted to see the actual silicone. we took an 8 wire punchdown tool (which sounded like a gun when it fired)... we tried everything to crack open the cpu.... heat gun + screwdriver + hammer.... soldering iron... so on... eventually we tried the punchdown and it shattered the top part of the cpu and we were left with the silicone half exposed. it looked awesome.
