rufus and unetbootin are both great for burning an iso to stick ,but your bios needs to be set to boot from usb device before the hard drive boots.
usb optical drives and usb sticks can be detected when selecting boot device during post when the massage appears press ( depending on the model F2, esc, F5 and so on)
If your laptop has an otical drive you can write the iso to a dvd using brassero or image writer
but you may have to disable eufi in bios to be able to boot from usb

I seconf rufus. Great programm.

Or hit the key for boot menu.

About burnning iSO to a disk.

Making the USB as the first bootable disk.
And i know Rufus can do that (Burning iSO to USB\DVD\CD).
But for image writer,i have never used it before.
Thanks.

If you are talking about the Windows iso burner, you can learn about Active @ISO burner,ISO to USB and WizISO.

Rufus on Windows
dd on Linux
Have never had a Problem with either. All other things i’ve tried failed at some point with some ISO. Those two never did.
