T-Mobile CEO John Legere has released an open letter to customers concerning users who are using various exploits to have unlimited tethered LTE/4G data.
According to the CEO, some of these users are using up to 2TB of data a month. Nothing is said about the minimum amount of usage they are targeting.
The plan is, according to both John Legere's open letter, and to a T-Mobile support article for this issue, to send out warnings to users, followed by downgrading their 4G plan. According to the support article, users will only be paying for their non-unlimited plan.

T-Mobile will throttle users exploiting tethering workarounds by Engadget
This article was brought to my attention mainly because of the amount of T-Mobile data that Logan uses during conferences. Since I am unaware if he is legitimately using the data, or if he is tethering with a non T-Mobile phone which doesn't have the tether limit built into the software.
