Have you checked the supported RAM frequencies for your CPU and motherboard? Might be that
go to ark.intel.com and check there, I'm too lazy to do it for you
taking out the CMOS battery seems to fix it when i run into that problem
Did you unplug the GPU before you tried the iGPU?

remove GPU, try onboard graphics
fail?
try different ram. Reset cmos. verify cpu is seated correctly.
Looks like your mobo has dual bios, I'd suggest to reset/ try the backup. Not sure how you would do so on this mobo, but I'm sure you could find it in the product manual.
I'd also suggest to try a different ram slot, (not sure on the config). Usually you want the ram in slot 0 if its labeled.

Will try to boot the system with just one stick of RAM, using the IGPU instead of the graphics card, if that doesn't work then I will change the RAM and the CPU, this will narrow down the list of possible issues
I will try resetting the CMOS battery
Memory frequency is supported, I've also checked PC part picker and the ram is supported by the CPU.
