I'm building an Intel based system with the pentium anniversary edition (to later upgrade to an i5 or i7)
I need 16GB for animation in 3DSMax and would prefer a 8gbx2 kit over a 4gbx4 kit.
I am looking for something within the $150 range but would still like to spend as little as possible.

I will be overclocking and can even overclock the ram if they have room for it.

that ram seems legit, but i would personally choose a more used/reviewed kit.
also.. if your gonna run 3dsMax, a cpu upgrade will be more usefull than a ram upgrade.. especially because dat pentium... run a bit of 3dsMax and check if your hitting the ram limit. if your not currently able to use all 8 gigs with that pentium, upgrading to a 16 gig will do absolutely nothing.

For the speed and voltage this looks solid to me. 1.65 is relatively safe for intel. For a few dollars more this is what I would run with. Paid about $140 for a trident x set at 2x8 @ 1866 for about 140 in december. Also bought a trident x set for same price rated for 2400mhz @10-12-11-31 at 2T. G.Skill seems to be the way to go if overclocking. Heard some great things about team as well, but I don't own any memory from them.
Crap. Spent too much time browsing, not familiar with the new pentiums. With my old i3 530 I had to increase FSB clocks to increase memory. Not sure if this changed with new pentiums. Might be dependent on mobo.
I think this pentium is like an unlocked Haswell i3 with slightly less cache
So it can probably handle decent memory speeds regardless of the spec sheet.
Though, that ram is a bit over budget and from what I can tell, all G.Skill's ram series look to be the same and only look different (correct me on this)
I tried doing a shit ton of research prior, but not for Intel platform and not in this price
So I am asking to prevent myself from making and inadequate or low quality choice.
Seems as though that Kingston and G.Skill are two good brands that have ram in my range. Though there is a lot to sort through.
AMD seems to prefer timings
Intel likes frequency
But the tradeoff is that I can only have one or the other So I am aiming for 1600cl9 1866cl10 or 2133cl11
Looks like the higher frequency only makes a slight difference in speed with the math all done, so in the end I am probably only looking for a known quality kit that is in my range. I can overclock if I desire, but may only a little bit.
I will be overclocking the blck, so chances are that I will be under clocking the ram before I get to overclocking it...
I got a 1600 kit of crucial sport to 1940 something without touching the timings at one point...so I am assuming most 1600 sticks can pull off 1866 reasonably well.
