Stream PC / HTPC tv movie capture

I am going to be setting up a NAS media server and I want to be able to capture tv and movies and also use the pc to record and stream games.

my budget is very flexible I would like it to be as quite and compact I like minimalist cases I don't need monitors keyboard or mouse I am also thinking of using this capture card. XCAPTURE-1 USB 3.0 HD Capture Unit

I mostly don't know what CPU to go with and room for a graphics card wouldn't hurt if I wanted to use it as another gaming computer down the road.

I would like to achieve 1080p 60fps using OBS If it is possible to get all of my audio split into tracks some how for editing purpose later that would be awesome as well I am currently running the following audio setup on my current gaming pc

Mixer:Behringer Q802USB
Headphones:Beyerdynamic DT 770 PRO
Microphone:AT2035 Cardioid Condenser Microphone

Why not just get a TV tuner for the PC over a capture box?

I am going to run plex media server and mythbuntu from time to time

Aparently plex requires a decent CPU given this and some other stuff in google

So you'd probably want an A8 7600 to not break the bank, or just shoot for an i5 depending on your budget.

the 7600 only runs on 65W

I need a high end CPU if I plan to use this as a dual pc streaming setup with the capture card I'm just not sure which

Then you'd probably want to go with a Xeon 1231V3, it's basically an i7 with no integrated graphics, leaves plenty of room for storage drives, if you wanted to go higher you could always go X99.

You just need to pair any old GPU with the xeon naturally.

And there's always the xeon+ECC memory option if you wanted a more server, server, probably overkill for a media server.

Or theres always something like the 8320e which will be cheaper, but probably isn't worth getting at that budget unless you really want another 4TB hard drive within the budget

And I suppose the next question to be how much storage do you want?
