Strange waves of frame rate drops?

So I normally live in the U.S, but currently am living in Germany for the past two months. I only game on gaming laptop. And this problem only recently started occurring. So with the two games Alien Isolation and Metal Gear Ground Zero I get sudden moments where the frame rate tanks slowly down to as low as 15 fps before going back up slowly. And this isn't just the typical quick stuttering, it lasts a few seconds. Yesterday in fact Ground Zero sticked at 15 fps and didn't go back up for a solid minute. I alt tabbed out and saw that the battery wasn't connected somehow? At first I thought maybe the battery charger was messed up, but this problem doesn't appear in all of my games. With titles like shadow warrior 2013 and thief deadly shadows. The game I played before this was deus ex human revolution and I was trying to fix the stuttering in that game by messing around with the Nvidia Control Panel. Afterwards I failed, and kept playing the game, and deus ex hr never had this problem. And than I noticed it with Alien Isolation and than Metal Gear. Any ideas on solutions?

Sounds like your PC is thermal throttling.

Yeah that's what I figured. Is there any solution?

If it is recent problem, it could just be dust build up in the vents, compressed air through the vents will fix that. For a more long term solution a cooling pad would work nicely
