So I used AMD Overdrive's autoclock feature to overclock my CPU. It took it from 3.1 ghz to 3.2 ghz.... Amazing, I know. But the CPU monitor says it's currently running at 4 ghz..... What's going on?

Don't software overclock where ever possible. They tend to do really weird things. Go into the Bios or Uefi whichever you have and over clock there. It will be far less problem bound and you will be in complete control, no software to step in and mess things up.
