I launch up the steam login and I type my password and username and it just doesnt load. I can go onto my other account but not my main one. it also doesnt let me login on the steam website.

You can try deleting ClientRegistry.blob from you steam folder but as you say you cant login to the website i don't think it would change anything. As Aezen says you should probably get in touch with steam support.
Check the firewall, steam install regularly updates that require authorization. Check your blocked programs; or try dis-activating the firewall or Webb control.
I have McAfee SAAS, and it happens often; I just ok the program; often it is the steam error reporting module that sticks.
Recently I had to fuck around to be able to reach one of my spare accounts. It seems they (Steam) had some intrusions during the holidays (i think).
