My steam library keeps disappearing, there is no filter option , games are still assessable from shortcuts and big picture. reinstalling fixes the problem but after a few log in it happens again anyone know how to fix this?

Where are you installing your steam games to?
If you go to settings, Downloads and set content libraries to the directory you use for your games.
Not sure if this is the issue or not. Many give it a try.
