Steam download dropping down from 1 MB/S

hey im having trouble with my steam on my latop with the internet speed ive got the info for the wireless chipset on my laptop this is what i got from a command

It is possible that the decrease in speed may be because the steam servers are overloaded. If Steam download speed is slow and your internet connection is fine go to Settings > Downloads and change the Download Region to the next closest data center.

I don't know why you are complaining? Fallout 4 preload is up and your internet speeds aren't terrible...

im complaining because its annoying when im downloading it and it just slows down for no reason ive had it where it stops completely while i can stil connect to the internet and watch a video

That is my point, set it to the second nearest and you may see the performance increase as the nearest data center may be overloaded.

As and example, I am currently downloading a game on Steam but because of Fallout 4 the server in Manchester is overloaded and I get around 200-500 KB/s but when I change the region to Iceland & Greenland I am getting 5.8 MB/s.
