   I Need to start fresh and reinstall windows can some one tell me if my games from steam and origin will be able to download again, thanks.

Yes, they can be re-downloaded.

Yes, you can download your games as many times as you need to. If you don't want to wait so long for everything to download, you can backup your Steam games to another drive and restore them from there after you've installed your minty fresh Windows. I'm not sure whether or not Origin has a backup feature, though.

No, Origin doesn't have a backup feature, but you can back up the game files in your Origin Games folder manually by following a few simple steps.  I'm not sure if it'll work for every game, but I used this method for Battlefield 3, and it worked flawlessly.

With origin, you can actually set it to save the games installation data, so you can just hit "Install" after you re download origin, and it will not have to redownload the games.
