So I was just looking into SiFive’s RISC-V products and I found the Freedom E300 Arty FPGA Dev Kit but I’m not sure I understand what it is. Is it a RISC-V core implemented on an FPGA?

Yeah it seems it is Xilinx Artix-7 FPGA, and they provide you with open-source soft-core RISC-V IP.
