So my CPU wont go down in clock speed

So i have an AMD FX-8350 overclocked to 4.5GHz on a MSI 970A-G46 with a H80i

and i noticed that with CPU-Z the clock speed NEVER goes lower than 4499MHz

i have turbo core disabled and i enabled it to see if that would let it go down and now i cant get the clock speed to reach 4499MHHz it just says 4099MHz and never moves

im just confused as to why the clock speeds never go down and i have nothing running in the background other than the usual: Steam, Geforce Experience, and other drivers

I don't know about you but my motherboard has a Cool'n'Quiet mode and also a C1E setting. If you disable Cool'n'Quiet, your CPU won't downclock and will stay at the overclocked frequency you leave it. Check your UEFI for this setting and turn it on if you have it. C1E also lowers the power consumption. I have these settings in my UEFI but I have an ASUS motherboard not an MSI. Hope it helps though. If you have these settings, try enabling them but leave turbo core off.

Your Turbo frequency sounds like it is set lower than your actual OC frequency. So having it enabled whilst you have an OC without any adjustment will not help.

Cool'n'Quiet is the function you are looking for to enable the CPU to downclock itself. Although sometimes it won't with an OC applied.

Yes, enable cool'n'quiet and disable turbo core. Turbo core is always supposed to be off when overclocking.
