Im pretty sure my original build a cost more and the new build cost a little less and has a core i7 but an ASRock Extreme 4 and just looks less "Cooler". So my question is that which one is better? And can the new build with the i7 be good with light overclocking? Im intending to use this for gaming really and some light video editing

Overall, probably neither of them, as the Xeon 1231v3 is about the best CPU choice right now, and the 390 is faster overall than the 970

Keeping it under 1,200USD to have enough for a monitor, and the set up isnt anything crazy just one monitor is all. And im not looking for suggestions I just wanna know which build I should go for

Why would you be limited between those 2 exactly? Because best bang for your buck is in the build below, with a 1440p IPS display included, you also have the option of a 1080p 144hz TN display with free-sync at the same price, the 144hz display is better if you play a lot of games like CS:GO

there's even still some room left over for an SSD

also if you're going to buy windows don't buy an OEM license, you can only use it once basically.

neither lol, they both aren't very good from a price to performance standpoint

the NEX PSUs are reportedly sub par, a DVD drive really isn't needed anymore, a 390 is faster than a 970, and they don't include and SSD, in addition if for some reason you needed to overclock you'd want a higher end cooling system for a better overclock.

and I'd probably avoid seagate drives

I'd do streetguru's build but for gaming between your two I'd rather have the i5/SSD one... the i7 would be better for video editing but not on a HDD sooo yea... a xeon with an ssd is the answer but the the i5 build of your two predisposed options is the better for the use-case
