Small text and windows in 1080P

A friend of mine has windows 7 home premium running in 1080P on a 32" LCD TV and is constantly complaining about having small text on screen and very small windows e.g. the steam login window.

Any suggestions on how I can remedy the situation for him would be greatly appreciated :)

Go to Control Panel -> Appearance and Personalization -> Make text and other items larger or smaller -> Select larger
