Slow internet on normal mode but faster on safemode

I have been struggling with the internet for couple of days, at first I ran multiples test on speedtest.net with servers that were near of my country and they gave me the results of: 100/100mbps speed, but then I started to noticing that out of my country, servers like USA, for example I was having speeds of 10mbps or 15mbps very slow, then I decided to run some test even further, for example China server Beijing, via speedtest and It reported much slower speeds 5/2 mbps, then I asked to me neighbour to do some test as this person has the same ISP service the same Fiber Optical service than me and this person was getting 100/100mbps also in the Beijin server, also atlanta 100/100, of course with more Ping/jitter but the speed was good.

Then I decided also to run a second test here in house to a different windows 10 computer via wired, and I saw that the speed on Beijin server was 80-85 mbps download, 50-60 mbps upload. So I was like no way, then I went again to my pc, but this time I went to safe mode with networking functions, and yes, I have now 70-80 mbps download, 60-70 upload speed.

Why is this? I tried already to disable services of MS, via msconfig , reinstalling lan drivers, testing multiples network drivers, also ran this script of Tron script from reddit, not luck so far.

I also disabled at the very beginning services like: CrypSVC and suddenly the download speed up to 80mbps but the upload reminds 2mbps , at that point I was happy like: Oh I found the culprit, but nah, fake alarm, I re-enable, disabled, and same situation 5mbps download 2/mbps upload.

Then I found these 2 services: web account manager, user manager, I disabled both and suddenly again the speed was 70-80 download, but speed 3-4 mbps in China Server, while safemod keeps reporting symetrical like 60-70.

and I didn’t wanted to disabled others services as it was causing my desktop to crash, like not being able to reboot pc manually, broken the windows start menu functions.

I also tried disabling network drivers, I’m getting tired of this haha, but I don’t want to uninstall this operative system and re-installed because so far the OS was super smooth and nice. Because I did tweaked this os like 2years ago with a very special friend, so yeah? what I can do?

these are the normal mode without safemode.
And it doesn’t matter If I connect directly to the modem or via router.
I also tried to plug my android on the computer and use its as a network adapter, by having the realtek lan adapter disabled.
And safe mode still showing much higher speeds.

You may ask why do you focus on having better speeds in further servers? well the simply reason is that I cannot longer do streams, as the bitrate barely reach 700 way less than 1mbps of internet speed while I have 100/100mbps.

Randomly disabling services (unless it’s malware) won’t improve network performance and will likely break things. Residential connections are usually only rated to ISPs gateway (connection point between your house/apartment to your ISP’s equipment) however you normally get your rated speed at least within your ISPs backbone further down. Depending on how much your ISP overbooks capacity performance may greatly change throughput the day depending on overall network load from all customers (you’re likely to see better speeds during the middle of the night than let’s say late afternoon for example).

Tests using speedweb or other webservices can be a bit misleading as there’s much that can influence performance results. If you ISP offers a speed test service try using that instead or if a local university offers a download mirror to see if at least download speeds are still poor as that would point to network congestion (basically overbooked capacity by your ISP). You should also look into ping “performance”, in general you should have ~30-40ms at worst to your ISPs gateway (if it’s FTTH/ethernet you normally see values below 10ms). All testing should be using cable and preferably using two different devices in case one is acting up for one reason or another. It can also be as simple as defective ethernet cables so try a new or at least replace your current with known working ones. If you still see high ping and low download performance (skip upload for now) you need to contact your ISP for troubleshooting.

Hi Diizzy thanks for your comment, I did actually tested the same rj45 cable on my computer and mom pc, which is windows 10 too. On her pc, it shows symmetrical speed in normal mode not even safe mode, like 60-60,or 70-70, sometimes 80-80 as I added a rule in the router to reserve the bandwidth to avoid bufferbloat, so mom pc is perfect.
While mine that has windows 10, also, different hardware for sure, its missbehaving with this situation.

And I do think speedtest is reliable, also I tested waveform bufferbloat website and I get a terrible score/value on normal mode compared to safe mode.

But is very hard nowadays to find solutions seems like these problems are not easy addressable , I remember old days where forums like sys internals asked you to run windows performance analyzer tools, to measure properly what was causing a audio cracking or packet loss, or what so ever, but I also learn that Internet is not only about (ping) it also measured on the distance between Hops, jitter value, bufferbloat, etc,etc.

But yeah thanks for your comment, I don’t wanted to reinstall the system as I don’t have enough space to save my data, and its frustrated as I used to very techie with computer stuff but I’m like freezing now lol a bit dramatic the way I type but meh, anyway Ill try to be positive and keep researching, ty again for your comment.

I’m closing this, I manage to resolve with a friend, it was a rule that my friend did for me back in 2019 when I had only 2mbps internet, so this person set a rule in the QOS through gpedit to fix the bandwidth to reduce latency among other stuff, now is working perfectly.
