I'm helping a friend who recently bought skyrim start modding the game. Before we got to deep into modding we started playing to make sure the every thing would run fine. He uses a 43" 4K TV as his monitor and while the game will load at 4K it is not very playable (his system only has a GTX 750 ti) so we decided to turn down the resolution of the game to to 1080p. When we try to launch the game in full screen mode it immediately minimizes the game and wont let us open the window. It will also occasionally crash the game out right. The game will run fine in windowed mode but the 1080p window is small on a large 4K screen. Does anyone know to fix this issue?
Have you tried changing the resolution on your desktop so your pc is running at 1080 and the game is running at 1080.
Yes we did and that works, but my friend doesn't want to turn his desktop resolution down every time he wants to game. Is there any way around this?
That was the first step. just to make sure skyrim will work.

In settings you are changing them to 1080p and full screen is active. When you run the game is does not work.

Yup, pretty much. The menu music will start playing but the game will not enter full screen mode.
Check your skyrimpref.ini settings and make sure it's in fullscreen mode and not borderless mode.
We tried that and the file was correct. We're beginning to think that windows has a problem with playing a game at a different resolution than what it is set at.
Have you tried 1280x720 1920x1080 1366x768
I play on a 1080p 42inch tv and I use 1366x768 cuz I like the bigger fonts and things
try setting the 60 hrz to 30 hrz for refresh rate
Just wondering when you are in 4k what is the refresh rate of the tv
The next would be the cable, but this one does not make sense cuz you can play at 4k
go into your video card or game and try the refresh rate or v sync
Try checking the "disable display scaling on high DPI setting" in properties. Every time I have a resolution problem checking that thing fixes it.
Do you happen to have this mod installed?
It does proper Borderless with proper cpu prioritization when alt+tabbing between apps. If you have this it will override Skyrimpref.ini and use SKSE to do borderless, regardless.
