Excuse my ignorance but I can't really tell what the issue is...
Could you either give a description of the issue and possibly upload a video of you just looking at one light source for a few seconds?

Sorry; there is a flickering issue. Not at candles but at torches, where they seem to go brighter then darker constantly.
what are your system specs?
I know SLi has this issue if you are running sli.
I thought it may be that but I had disabled that previously. In the end I switched from Realistic Lighting Overhaul to ELFX and with ELFX the bug seems to have gone away.
