Has the Skylake C states been fixed in the Linux kernel on Ubuntu/Newer kernel releases , aka no need for powertop.I recall there was some issue with C states and Skylake.
Currently have issues on latest windows10x64 2004 build with CPU C states not clocking down to C10 (stuck at C7)
